(b)落實政府采購政策需滿足的資格要求：本采購項目執行政府采購有關鼓勵支持節能產品、環境認證產品以及支持中小企業、殘疾人福利性單位等的政策功能。根據財庫[2020]46號文，本項目專門面向中小企業。        

(b)Qualification requirements to be met to implement government procurement policies: This procurement project shall implement the government procurement policy functions pertaining to the encouragement of and support for energy-saving products, environmentally certified products, as well as support for small and medium-sized enterprises, welfare units for persons with disabilities, and other such entities. Pursuant to Caiku [2020] No. 46, this project is specially designated for small and medium-sized enterprises.        

(c)本項目的特定資格要求：1、符合《中華人民共和國政府采購法》第二十二條的規定
2、未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網（www.bnrlw.cn）列入失信被執行人、重大稅收違法案件當事人名單、政府采購嚴重違法失信行為記錄名單
1)具備建設部頒發的建筑工程施工總承包三級及以上資質，且具備有效的安全生產許可證；
2)本項目擬派項目經理須具備建筑工程專業貳級（及以上）注冊建造師執業資格，具備有效的安全生產考核合格證書，且不得擔任其他在建建設工程項目的項目經理；
3)本項目不接受聯合體投標；
4)根據財庫[2020]46號文，本項目專門面向中小企業。

(i)符合《中華人民共和國政府采購法》第二十二條的規定；
